Die Arbeitshilfe „Bodenschutz bei Standortauswahl, Bau, Betrieb und Rückbau von Freiflächenanlagen für Photovoltaik und Solarthermie“ ist seit Mai 2023 veröffentlicht. Sie ist das Ergebnis des Projekts B 5.22 der Bund/Länder-Arbeitsgemeinschaft Bodenschutz. Anlass für die Arbeitshilfe ist die zunehmende Bedeutung von Freiflächenanlagen für Photovoltaik und Solarthermie (FFA) im Bereich der erneuerbaren Energien. Die Bundesregierung hat mit dem Beschluss der Novelle des Erneuerbare-Energien-Gesetzes (EEG) die Ausbauziele bis 2030 auf 215 GW für Solarenergie erhöht und den Anteil erneuerbarer Energien am Bruttostromverbrauch auf mindestens 80 % festgelegt. Bis 2030 wird ein Freiflächenbedarf von ca. 40.000 ha prognostiziert, mehr als die bislang installierte Gesamtfläche für FFA. Neben den Grundlagen, wie rechtlicher Rahmen und Bewertung von Anlagentypen und -bauweisen, werden im Beitrag auch die Entwicklung und der methodische Aufbau der Arbeitshilfe erläutert. Zudem wird auf die Ableitung von Zielen, Anforderungen und Maßnahmen zum Bodenschutz bei Bau, Betrieb und Rückbau eingegangen. Der Schwerpunkt liegt auf der Vorstellung der bodenbezogenen Inhalte und Werkzeuge, die dem Nutzerkreis einerseits die Anwendung erleichtern und andererseits zu einer Verankerung der Bodenschutzbelange bereits im Zuge der Standortwahl und Genehmigung von FFA führen sollen.
The guideline “Soil protection during site selection, construction, operation and dismantling of ground-mounted systems for photovoltaics and solar thermal energy” has been published since May 2023. It is the result of project B 5.22 of the Federal/State Working Group on Soil Protection. The reason for the guideline is the increasing importance of ground-mounted systems for photovoltaics and solar thermal energy in the field of renewable energies. With the resolution of the amendment to the Renewable Energy Sources Act, the German government increased the expansion targets to 215 GW for solar energy by 2030 and set a rate of at least 80 % renewable energies in gross electricity consumption. By 2030, a land requirement of approx. 40,000 ha is predicted, more than the total area installed to date for ground-mounted systems for photovoltaics and solar thermal energy. In addition to the basic principles, such as the legal framework and the assessment of construction types and me thods, the article also explains the development and methodological structure of the guideline. In addition, the derivation of objectives, requirements and measures for soil protection during construction, operation and dismantling are discussed. The focus is on the presentation of the soil-related contents and tools, which on the one hand facilitate the application for the user group and on the other hand should lead to an anchoring of soil protection concerns already in the course of site selection and approval of ground-mounted systems for photovoltaics and solar thermal energy.
