Using analytical data from the Bavarian Soil Information System (BIS) on the soil organic carbon content and particle size distribution of 915 arable topsoils, the SOC/clay ratio proposed in the Soil Monitoring Law (Directive EU 2025/2360) was investigated. Particular attention was paid to the target value of 1/13. Around 45 per cent of the topsoils examined fall below this value and would therefore indicate a SOC deficit. The probability of falling below this value increases the more clayey the soil texture group is, and this is also evident at the substrate level. As the ratio and target value have so far been developed for only one substrate consisting predominantly of loamy soil types, conclusions regarding approximately 31 per cent of arable topsoil sites are not empirically robust. The applicability is questionable for silty-clay to clayey soils and, above all, for sandy soils; roughly estimated, this affects around 25 per cent of Bavaria’s arable land. It is proposed that a substrate-specific correction be applied to the target value based on percentiles (median). Alternatively, the assessment of SOC content using substrate-specific percentiles, without taking clay content into account, appears to be more effective. The 12.5th percentile could indicate potential SOC deficits.
